This event aims to bring together students to draft a legal agreement to regulate fishing in the Central Arctic Ocean.  Whilst commercial fishing is not currently feasible in the Central Arctic Ocean due to ice coverage, climate change and the retreat of sea ice may change this, leaving this area of seas vulnerable to overexploitation.  In early 2018, states agreed on a moratorium on commercial fishing in the Central Arctic Ocean pending the establishment of a new regional fisheries management organization (RFMO) to regulate any such activity. This event will require students to consider the powers and duties that an RFMO should have, drawing upon international best practices and the constituent instruments of other existing RFMOs.  Prior to the workshop, students will be required to do a minimum amount of reading to bring themselves up to date with the challenges of regulating high seas fisheries. During the workshop, the participants will split into sub-groups, tasked with drafting particular aspects of a new legal agreement establishing a RFMO for the Central Arctic Ocean.
